Meeting No. 114 was called to order at 7:07 p.m. on Wednesday, October 1, 1980 in the Faculty Lounge of the Memorial Union by Senate President O. David Boutilier.

The roll was called by the Secretary. Thirty-three members or alternates were present. Absent was Wilson (FFC).

Acknowledgement of Visitors: Nine visitors were present: Douglas A. Stuart (Inst. Analysis); Roger W. Brownlow (ME-EM); David Halkola (SS); Roswell K. Miller (F); Ruth Miller (N); Janet Chynoweth (N); Doris Brownlow (N); Barbara Whitman (N); Susan Parker (Student Council).

The Minutes of Meeting No. 113 - Minutes were approved as corrected.

President's Report:

President O.D. Boutilier delivered the President's Report (Appendix A - Available by Request from the Senate Office).

Report on Meeting of the Academic Council.

Vice President Reynolds provided his report on the Academic Council Meeting of 4 November 1980 (See Appendix B - Available by Request from the Senate Office). It was pointed out that the information contained on page 5 of the Appendix represents levels of need rather than cutbacks in expenditures.

 

Committee Reports

A. Curricular Policy

Senator Agin reported on the committee actions since the last meeting and moved to introduce Proposal 1-81. The motion was seconded and approved to proceed to the discussions of Proposal 1-81.

PROPOSAL 1-81

APPLIED SCIENCE DEGREE PROGRAM IN NURSING TECHNOLOGY

The Senate of Michigan Technological University recommends retention of the program leading to the associate in applied science degree in Nursing Technology.

It was moved and seconded that Proposal 1-81 be adopted.

Senator Nelson was introduced to present the case against adoption of the Proposal. Appendix C (Available by Request from the Senate Office) contains his presentation.

Senator Synder presented the affirmative case for the Proposal by referring the Senate to the committee handout (see Appendix D - Available by Request from the Senate Office).

President Boutilier opened the discussion on the issue. Senators Agin, Alexander, Snyder, Gale, Nelson, Hauge, Tampas, Sloan, Janners, Beske-Diehl, Heckel, Stein, Nursing Department Head Miller, Professor Miller, and Student Council Representative Parker participated in the discussion.

It was moved and seconded that voting on Proposal 1-81 be by secret ballot. The motion for a secret ballot was defeated. A Roll Call vote on the primary motion was requested. The motion was seconded. A Roll Call vote was taken and the motion was defeated. The vote was: 13 - Yes; 19 - No.

It was requested that Professor Halkola be allowed to present his Budgetary Report and recommendations at this time. It was moved and seconded that the Report on Liaison Role and Senate Proposal 18-78 be accepted. Motion carried. Professor Halkola presented his report (Appendix E - Available by Request from the Senate Office) and other pertinent comments. The Report was accepted with thanks by the President.

B. Instructional Policy

Senator Sloan gave a verbal report. She requested that the issue regarding Senate sponsorship of Humanities Department Workshop be referred to the Curricular Policy Committee.

C. Institutional Evaluation

Senator Hauge gave a verbal report on meetings held with Dean Krueger.

D. Elections Committee

Senator Givens announced the election of Richard Bayer to the Faculty Member position on the University Ombudsman Appointment Committee. The Senate representative will be elected at the next meeting. He also announced the need to fill a vacancy on the Sabbatical Leave Committee at the next Senate meeting.

E. Joint Committee on Relations Between the Senate and Faculty Association

Senator Pintar reported on state-wide activities.

F. Promotional Policy and Professional Standards and Development - No Report.

G. Faculty Handbook - No Report.

H. Faculty Fringe Benefits - No Report.

 

Old Business - There was no old business for consideration.

 

New Business

Senator Agin requested for the Physics Faculty that an appropriate committee look at moving the deadline for free drops from the sixth week to the second or third week of a quarter. President Boutilier referred this item to the Instructional Policy Committee.

 

Being that there was no other business to consider, the Senate adjourned at 10:51 p.m.
